#997 Crashed GUI after blocking avp and avpui in Application Control.

Reproduction steps:
- Click to More tools->Manage applications->Application Control->Start.
- Blocked two files avp.exe and avpui.exe.
Actual result:
After blocked files avp.exe and avpui.exe product crashed and generate damps.
Expected Result:
Product after blocked is working normal.
