Dump+crash when i stopped kldisk and restarted KTS

<p><strong>KTS 20.0.1.780 de app + drv verifier enabled</strong></p>
<p><strong>Reproduction steps:</strong></p>
<p><span>I stopped the kldisk service, restarted KTS, KTS wrote a dump and avp.exe crashed.</span></p>
<p><span>In order to be able to restart KTS i had to restart the kldisk service.</span></p>
