Dump when stopping klwtp restarting KTS

<p><strong>Windows 10 64-bit, Version 1809</strong></p>
<p><strong>KTS 20.0.1.780 de app + drv verifier enabled</strong></p>
<p><strong>Reproduction steps:</strong></p>
<p><span>When i stop the klwtp service with Process Hacker 2, then restart KTS, a dump will be written and KTS states that there are damaged components.</span></p>
<p><span>Klwtp status is Stop-pending, might be part of the problem.</span></p>
<p><strong>Expected Result:</strong></p>
<p><span>Better Error handling, like information that a service needs to be restarted or something like this.</span></p>
