website record disappear after press SAVE button in safe money

Reproduction steps:
Open product gui and go to safe money
choose a website record and press the gear-shaped button to modify
press SAVE button
Actual result:
the record disappeared after you pressed the SAVE button, after restart product, the record came back
Expected Result:
the record do not disappear, and the modification should be saved

KTS2020 b713 + W10 Pro RS4 x64 (real system), can't reproduce that behaviour here...

sadly it is stable reproduce in my environment
I collected another set of traces：
1 turn on traces
2 restart the product
3 open a payment website and let avp record it automaticly
4 try modify the record and press SAVE
5 the record is missing
6 restart the product, the record come back
7 turn off traces.
