При установке должна проходить проверка отсутствия включённого DoH в браузере, иначе интернета в браузере нету. Так случилось у меня.
Может с помощью браузерного расширения.
Win 7 SP1 x64 MSDN+ESU/Embedded POSReady/2008 R2, KIS 21.xx
