DEBUG mechanism cant be disabled

<p><strong>Reproduction steps:</strong> disable DEBUG mechanism (do restart). After restart i see that DEBUG mechanism is again turned on. Will be disabled only until do restart of Windows. After restart again enabled.</p>

<p><strong>Expected Result:</strong> disabled forever.</p>
