Product can not load (keep crashing) after installation

Reproduction steps:
intsall build 454 on chinese language windows10 OS
Actual result:
after installation finished, product fail to start. even its gui luckily show up, it will crash after a second.
Expected Result:
product srtart successfully and work without crash.
Similar issue as https://bug.kaspersky.com/issues/5796 and https://bug.kaspersky.com/issues/5787
After installation, product can not load. Can be reproduced using build 454. While firstly discovered in buils 418.
My experiments indicate that this issue only occur under Simplified Chinese language windows OS.
I tried chinese language windows10 RS1 and RS4, it is reprouced. Switch to english language windows10 RS1, Not reproduced.
I again upload multiple dumps and traces as well as GSI6 report.widnows10 2016 LTSB x64 & KTS2020.0.0.454 zh-cnHope you can fix the problem as soon as possible.

I first try upload to dump server, but at the moment it is unavailable, I do not know if my upload is successful at dump server. So i upload again to owncloud.
