@huang1111, hello! Let me explain what happens in that case.
On video you press "open web-site in this browser" in EDGE after you have already opened site with safe browser (00-30). So, it sets reaction to "ask user" in settings and also it starts a timer. About for an hour Kaspersky will not ask your action for this particular site. Its done, because every move will lead to new window with safe browser suggestion.
So it's 'by design"
