Reproduction steps:

Open Registry Editor.
Add key MSIServer and change the value of the "Default" parameter for the section to Service.
Click start->Settings->Apps->Uninstall.

Actual result:

In time uninstall product create a dumps and product not deleted.

Expected Result:
