Unable to uninstall the password manager.

Reproduction steps:
Uninstall the password manager through the normal uninstallation method.
Actual result:
Unable to uninstall.
Expected Result:
Successfully uninstalled.

If you can reproduce it, please collect traces:
- procmon
- use command "msiexec.exe /x "c:\1\kpm.msi" /qf /L*VX "c:\1\log.txt""
