hello! I don't see problem here. If you open this window with skype stopped, then start skype - status will change in a 2-5 seconds. When I stop skype like you, it takes about 10 seconds to change status. As far as I know, some process takes time to be closed.

When the process disappears from the "Running" column, in "All Applications", Skype can still be found, and the status is still running, so I think its status update is not timely. Because a lot of time has passed since the process was ended. (In fact, some time has passed since the "Running" bar disappeared, but you can still see the process still displayed.)
