#2920 Bug in Application Control Exclusions (KTS2021MR2 21.2.16.590 Final Official Version)

Reproduction steps:
Go to Application Control settings -> Mange Applications, open any application rules and create an exclusion for scan all traffic.
Actual result:
Setting an exclusion for Scan all traffic in Application Control is not saved correctly and after re visited the settings is showing always an exclusion for scan encrypted traffic...

It seems rule is saved correctly but improperly showed in AC GUI exclusions rules but showing correctly in via Trusted Applications setting...
