Bug in Application Control Exclusions (KTS2021MR2 21.2.16.590 Final Official Version)

<p><strong>Reproduction steps:</strong></p>
<p>Go to Application Control settings -> Mange Applications, open any application rules and create an exclusion for scan all traffic.</p>

<p><strong>Actual result:</strong></p>
<p><span>Setting an exclusion for Scan all traffic in Application Control is not saved correctly and after re visited the settings is showing always an exclusion for scan encrypted traffic...</span></p>

<p>It seems rule is saved correctly but improperly showed in AC GUI exclusions rules but showing correctly in via Trusted Applications setting...</p>
