I can not reproduce the problem with zh-Hans-CN version build in my environment.
Please recheck on different PC or network environment, upload screenshot and traces to ownCloud if you stable repro.

Hello! Can you go "more tools -> security -> Cloud protection" and look is KSN connected ? Seems like you lost connection to cloud. Cause I can see users for Chrome application.
