Cannot Change GUI language

After installing Patch B beta in my KTS2019a (Es_Es), I can not change language from Spanish to English via SHIFT + F12, it was working fine with Patch A.
**Reproduction steps: ** no special steps to reproduce it, just installed patch B from beta server and rebooted the system.
**Actual result: **I can not change language from Spanish to English via SHIFT + F12 (SHIFT + F5).
**Expected Result: **change language GUI from Spanish to English and vice versa via SHIFT + F12 -> SHIFT + F5.
